New description:

 A few small CSS issues with the admin toolbar:

  1. The text in the Comments menu item and the +New menu item don't get
 highlighted when you hover over them. Needs a highlight colour for `.ab-
 label`.
  2. The Midnight colour scheme doesn't highlight any top level menu items
 at all when you highlight over them.
  3. The username link in the profile menu doesn't get highlighted when you
 hover over it.
  4. The top level menu items don't get a highlight when tabbing through
 them, which is an accessibility issue.

 ~~Patch coming up.~~ Actually I'm not familiar enough with the admin CSS.
 Someone else will need to take a look.
