 Per my comment on Make/Core:

 * Sass (SCSS) for color schemes. Consider this a first run at using a
 preprocessor. Yes, it requires Ruby right now. Yes, you may have to update
 Sass on your machine because sourcemaps. Yes, Grunt. Yes, I know LESS can
 do it, too.
 * Concat + Autoprefixer (+ min, as it already does) for the rest. We can
 re-evaluate the helpfulness of a preprocessor on a per-file basis later,
 once we see how the contribution process plays out. Impossible to even
 think about given the selectors and the sheer size of wp-admin.css in its
 current state, anyway. We need to split it up first.

 First part landing shortly.
