 25073-4.patch contains all from 25073.3.patch plus:
 - Remove the "skipping" when no data to send.
 - Change the default interval to 60 sec.
 - Add the changes to setErrorState to detect HTTP 503 errors.
 - Clean up adding the action for _admin_notice_post_locked.
