 To be clear, the option currently only has an effect on
 `newblog_notify_siteadmin()`: [source:tags/3.5.1/wp-includes/ms-
 functions.php#L1001].

 The option label says: "Send the network admin an email notification every
 time someone registers a site or user account." ([source:tags/3.5.1/wp-
 admin/network/settings.php#L127]).
