 When comments are held for moderation, there are no options to allow the
 admin only to receive such comment.
 Checking the "Email me whenever: A comment is held for moderation"
 actually enables the moderation_notify setting, allowing the admin to
 receive the email, but the post author (and anyone with edit access it
 seems) will receive the email too.

 moderation_notify should be split into moderation_notify_author and
 moderation_notify_admin
