 If a user selects the quote format and writes a description or comment on
 the quote before the actual quote, which is denoted as such with a
 blockquote, Twenty Thirteen displays the Quote icon on top of the
 description because it isn't wrapped in a blockqoute to provide the
 indent. I'm not sure how best to handle this case, although #24308 would
 probably fix this for new data. It could be messy for old data/posts,
 though.
