 Above the textarea in the image post format UI, different labels are
 printed depending on whether or not a user has "unfiltered_html" caps. The
 link that toggles the box from the upload area to the textarea only prints
 a single message for all users:

 > use an image URL or HTML

 I think that this should be consistent with the labels above the textarea
 in that it should change based on the user's caps.
