Comment:

 As [http://core.trac.wordpress.org/ticket/21413#comment:16 Lance noted],
 without the change in `wp-admin/admin-header.php`, the ''Customize'' link
 only appears when viewing `themes.php`.

 [http://core.trac.wordpress.org/attachment/ticket/21413/21413.5.patch
 21413.5.patch] contains just the change to `admin-header.php` that should
 ensure the ''Customize'' link shows consistently.
