 I don't think we should implement this in core. To me a plugin should work
 on every WordPress installation. That to me does make a plugin good or
 not. Obviously stuff added to 5.3 and 5.4 is cool to use.

 The migration problem isn't one to fix. The reason is that you would need
 to check the PHP/MySQL version on every request to really do it well and
 that is a performance penalty.
