 We already call `wp_no_robots()` on the login screen:
 http://core.trac.wordpress.org/browser/tags/3.5.1/wp-login.php#L44, which
 outputs the following in the header:

 {{{<meta name='robots' content='noindex,nofollow' />}}}

 Not sure what to suggest here. Are you running any "SEO" plugins that
 might be interfering?
