Comment:

 [attachment:23832.patch] does the following:

  * Changes 'create a new menu' to 'add a new menu' so it's inline with the
 'add' terminology used elsewhere (eg 'Add new').
  * Hides the two add new menu links while you're in the process of adding
 a new menu.
