 I suppose we could use the `'wp_get_attachment_image_attributes'` filter
 to add a title to post thumbnails. Not sure if this is really theme
 territory though.

 Also: The default titles for image attachments is their file name (e.g.
 img-94) - I doubt having that as the image title would be worthwhile.

 Suggest wontfix.
