 I really dig the concept.  But let's leave it for a future release.  Too
 late in the release to try and tackle it this time around.

 I'd hide it only when $one_theme_location_no_menus = true (the zero menus
 state).  After that, they should have access to the tab.  Once they've
 added a menu, I'd show it.
