 I can confirm the duplicate addition of menu items. The page loads fine,
 then JS kicks in, and  each of the Pages gets added as a new menu item, in
 the same order as the View All tab, above the existing menu items.

 [attachment:14045.oneThemeLocationNoMenus.diff] fixes the duplication for
 me (I have more than one theme location and several menus, so the original
 purpose of this conditional isn't applicable to my setup.)
