Comment:

 I liked the idea of secondary tab here , but I disagree with #comment:6 or
 maybe I didn't understand him very well , The idea is good but it needs
 more organizing .

 It may be cool if we extend register_nav_menu() function to set
 description , Icon image , ... etc , and I think we should show the
 secondary tab always or when there are 2+ locations
