 It would be nice if users could select whether a plugin "works" for their
 selected !WordPress version in the plugin review form.

 Obviously, the main "Does it work? form" would stay on the main areas of
 the plugin page, but this would, I think, help balance the reviews:works
 stats for many plugins.

 This would also be related to #23704.
