 In WP 3.5 and older, the nav menu theme location was set in a metabox
 which was thus fully customizable.

 In current version of WP 3.6 (alpha-23659), the theme location setting is
 now hardcoded without any possibility to modify it. I thus propose to add
 one hook to be able to remove it and another hook to be able to add new
 settings to the menu.

 Related: #18584 (but different as I believe that the hooks requested in
 this ticket concern the menu items UI which was already present in older
 versions)
