Comment:

 I agree with @raggedrobins on consistency being preferable to a free-for-
 all.

 I think we have an opportunity in maybe 3.7 to look at how we can make the
 help tabs more discoverable perhaps with inline jump links as proposed in
 #21273 and taking another look at moving help tabs to the Toolbar as
 suggested in #21583.

 Suggest close.
