For 14045.1.diff:
I took @esmi's advice and shortened the amount of info you hear when you
focus on a menu item.
For primary items, you'll hear something like: "Home. 1st of 5 primary
items."
For sub items, you'll hear something like: "Contact us. 1st sub item under
About."
Then, once you click into a menu item (by pressing enter on focus), based
on @grahamarmfield's advice, you'll see new "reorganize" links just above
the existing remove and cancel links. I've named them "Move up", "Move
down", "Move left", and "Move right" for now, but we can add more context
there if this solution appears to be heading in the right direction.
p.s. I'll have a play with focus highlighting too, just want to try and
nail down this bigger stuff first.
