 In attachment:24886.diff, a rough run through of all inline documentation
 and docblocks.

 Beginning this, I realize a (relatively) formalized syntax specific for WP
 core documentation would be helpful. There is a
 [http://pear.php.net/manual/en/standards.sample.php Pear Docblock comment
 standards] which has some examples that can be considered.
