 [attachment: 24736.16.patch] Builds on .13. It makes the tick marks 100%
 with a 15% left and right border. This makes the math work out better, and
 lets us return to absolute rather then relative positioning. We're back to
 bottom-based vertical alignment, but using CSS only, so this means the
 tooltip arrow lines up regardless of the height of the tooltip. Boom.
