 Background: #24677, related: #17609.

 Since [18194], even if a taxonomy is not public, we still have the "View"
 link in the list table, which doesn't work as expected:
 [source:tags/3.5.2/wp-admin/includes/class-wp-terms-list-table.php#L262].
 The Toolbar, however, checks if the taxonomy is public before displaying
 the link: [source:tags/3.5.2/wp-includes/admin-bar.php#L441].
