 In the custom header page you can upload an header image via a file input
 or select from the media library.

 The file input is anachronistic when all over the rest of wordpress files
 can be uploaded by drag and drop.

 For the media selection, although the description text implies otherwise,
 you can upload images in the modal dialog and not only select images
 already in the library.

 It is not clear to the user if there are real differences between the two
 methods (I haven't looked at the code), and if there isn't the file input
 should IMO be removed.
