 Amazing progress on making Menus more usable. Have you considered
 something like this for the "manage screen"?

 Allow people to drag their created menus into the theme's menu locations,
 instead of using dropdowns on its own panel. (We could also eventually
 include registered sidebars there, and automatically create a "custom menu
 widget" when you drag a menu to them.)
