 I think #15691 should be built into this to allow a setting to have a
 scope, i.e. where it's preferred storage is, network level or blog level.
 This way it solves #15691 and keeps plugin code simple, removing all the
 `is_multisite()` calls and duplicate code for handling storage of settings
 for network pages.
