 essentially pieces of content, much like posts, pages, comments, other
 post types, etc. That would support using a UI similar to those other
 pieces of content (All Menus, Add New).

 I was literally just thinking this. I know it would add to the 'noise' on
 the left-hand menu, but it would also fix the awkward tabs for manage/new.
