 Would there be any support for breaking Menus out of the Appearance
 section? I've often thought that would make sense, seeing as how menus are
 essentially pieces of content, much like posts, pages, comments, other
 post types, etc. That would support using a UI similar to those other
 pieces of content (All Menus, Add New).
