 You shouldn't use WP_Debug set to true on a live server. Then this is
 warning is probably not the only one. It shows all notices and warnings.

 The message still is the same. You can see that in wp-includes/wp-db.php
 and search on the error text. Also WordPress doesn't know you are logged
 in when it can't access the database ;)
