 23119-C.diff​ includes B and:

 - Removes the "Theme Locations" meta box
 - Moves the "Theme Locations" functionality to the bottom of the page
 - Reformats the "Theme Locations" section so that it no longer looks like
 the rest of the left hand menu options.
 - Reworded "Theme Locations" as "Select menus for your theme" (copy
 suggestions welcome :-)).
