 (Otto is mostly right,) it's because the full picture of how this is gonna
 work is not in core yet, and there has been no iteration really since the
 initial commit, and not against a defined set of test cases. Let's discuss
 the battery of related tickets in dev chat today and a plan for not
 breaking anything
