 What if menu items *couldn't* have the same order value? Again I refer you
 to how it's handled by widgets presently. The possible order values range
 from 1 to n+1, where n is the last item in the list. The only difference
 is I don't *think* you'll need the radio buttons on the menu screen to
 select where to drop that menu--considering, if I'm seeing things right as
 of 3.5.1, there's a custom menu widget that serves that purpose. Someone
 can feel free to correct me if I'm off base.
