 With @greenshady's latest comment, and chatting with Nacin, it sounds like
 we're shifting focus on this issue a bit.

 I think the best course of action is this:

 1. Create a new ticket for {{{wp_comment}}} to go along with #18561
 2. Update the patch here on this ticket to add in the new {{{_after}}}
 hooks outlined [http://core.trac.wordpress.org/ticket/21506#comment:63
 above]
 3. Discuss briefly in a real-time chat tomorrow

 To make sure we get this into 3.6 we need to act now. Could everyone here
