 I'd vote to go for the core patch approach -- better consistency with the
 way developers expect built-in hooks to work, and they're there for any
 theme devs who want to start working with them. Patching Twenty Thirteen
 '''only''' makes them a great example, but doesn't do nearly as much
 toward making them standard.
