Comment:

 You'll want to focus on one thing per ticket, then. #19867 is where
 discussion/implementation of some sort of suggest box would happen for
 authors. I'm closing this as maybelater - no chance we are just sticking
 something else into the publish metabox unless we rethink its default
 presentation, which would happen separately.
