 Note that the vast majority of individuals will have a single widget
 sidebar configured (if only because that is what core has done for them
 since 3.0), which will automatically map to the first sidebar.

 It's a "footer", it shouldn't be left dangling midway up the page like
 that. I somewhat understand the design sentiment but it looks broken and
 everyone will think it is broken and unfinished.

 If the goal was for the footer sidebar to be first, then it should be
 registered first. Sidebar descriptions should make it clear that the
 footer widget area is primary, while the sidebar is optional, and that
 Twenty Eleven looks great single-column.
