 I was getting a different error:

 Warning: array_merge(): Argument #1 is not an array in /wp-admin/nav-
 menus.php on line 277
 }}}

 Which was caused by `$menu_locations` being set to false when it was
 empty.

 23119.3.diff] fixes both the notices that @markoheijnen and I were seeing
