Comment (by esmi):

 New window or new tab - doesn't really matter. It's still commandeering
 the user's browser which is irritating at best and catastrophic at worst.
 Ideally, the user should be able to decide how they want to open a link.
 If offsite links are flagged up in some way, let them decide if they want
 to open it in the same tab or a new one.
