 Perhaps you are looking to turn on taxonomies for attachments so that you
 can retrieve them in an organized way? In which case, you can do that now,
 for example: `register_taxonomy_for_object_type( 'category', 'attachment'
 );`

 There are many functions for retrieving attachments and image-specific
 information. Not sure what you're asking for core to do.
