 Ok this might help (possibly)...the IcoMoon App http://icomoon.io/#app-
 features

 A nice HTML5 app that is free and open source.

 * The source is open, but it has yet to be released.
 https://github.com/Keyamoon/IcoMoon-App
 * "Icon Fonts Done Right" http://icomoon.io/#docs/font-metrics
 * Ligatures http://icomoon.io/#docs/ligatures
 * "Generate CSS Sprites in any size and color you wish, in both SVG and
 PNG."
 * "Dual Tone Icons" (probably done with ligatures?)
 http://icomoon.io/#demo
 * We could use it for loading icons. http://icomoon.io/#demo
 * "100% Accessible" http://www.youtube.com/watch?v=EWq7idrW2yU
 * Very user-friendly, I like it.

 Not sure how it could be done, but if we used IcoMoon to build a custom
 font builder for WordPress that would be really awesome!

 would be to bundle a stack of semi-generic icons within the font, which
 authors could then pick from.

 This is exciting, and I ''do not'' think it is narrow minded to think this
 way. The admin menu is very functional and I think there are more
 appropriate areas for the branding of the plugin to shine. The admin menu
 should not be the main outlet of branding for a plugin. The icon should
 represent the functionality of the plugin and not the plugin itself. On
 the other hand, if a plugin author wants to put a unique icon in the menu
 (or if they don't find the generic ones suitable), then they may do so.
 It's ok if two or more plugins use the same generic icon.
