 No matter when we change the icons, plugins will have to adapt. If that
 argument is valid now, it is perpetually valid. And that would mean we're
 prevented from making all but the smallest tweaks to our icons. We have a
 lot of backwards compatibility baggage that we can't shed. Our icons
 shouldn't be added to the heap. They've been mostly the same for 4+ years.

 It's not the end of the world if some third party icons don't mesh at
 first. To be honest, a lot of them '''already''' don't mesh. I also think
 that making a top level menu is not something that should be done in very
 many plugins, and that by choosing to do so, you've opted in to some
 amount of extra design work.
