 23119.25.diff​:

 - makes the delete link red (thanks Nacin)
 - adds accordion styling to menu items (for testing)
 - adds RTL CSS
 - Removes headers in menu edit box (i.e. "Settings", and "Menu
 structure"), to reduce vertical space.
 - Moves the menu name field back up to the top bar.  This saves us
 vertical space, and allows us to put the settings down below the menu
 structure section.

 Next, we'll run another round of usability testing, and then re-evaluate
 next steps based on the results.
