 Josh - instructions for installing WordPress from svn are here -

 another option would be to install the beta testers plugin
 -http://wordpress.org/plugins/wordpress-beta-tester/ which can be set to
 install the latest version. Either way, you will still need to use the
 command line to apply the patch - its a little tricky to figure out at
 first - well worth the effort because you will then be set up to test any
 patch in trac and provide valuable feedback.
