 [attachment:26639.2.diff] builds on [attachment:26639-1.diff] with a few
 changes:
 * Keeps the Menu label translatable.
 * Uses `#adminmenu a:first` selector to set the focus on the first menu
 item (in case the Dashboard section is removed by a plugin).
 * Minor formatting cleanup.
