Comment:

 Could not reproduce on PHP 5.2.14.

 WordPress uses `timezone_identifiers_list()` PHP function to display the
 Timezone dropdown:
 [source:tags/3.8/src/wp-includes/functions.php#L3481].


 If there's a bug in a recent PHP version with America/Montreal timezone, I
 don't think we can do anything here.
