 I am using iPad, iPhone iOS6, and 7.
 I would like to scroll the media block UI content (highlight scroll), but
 it keep scroll the background content (background scroll). Is this able to
 fix it?

 This problem happen since WP version 3.6, and I tested version 3.8 still
 got this problem.
 The below print screen is run under iPad iOS 7,
