Comment:

 The "Add New" links is a part of the `<h2>` element on other screens as
 well, so if that should be changed, I guess we have to do it consistently
 in a separate ticket.

 [attachment:26601.patch] moves the label and the input outside of `<h2>`
 while keeping the same visual appearance.
