 I wouldn't say that it's limited just to the publish box. There are plenty
 of tickets open regarding 'action' links ( see
 http://core.trac.wordpress.org/ticket/26167 for an example ) where a
 solution to this problem could be applied.

 It also provides theme and plugin developers with a sanctioned method for
 solving this problem. I'd like to not lose sight of that, but I'm not sure
 that it's appropriate to discuss it solely within the context of this
 ticket
