Comment:

 We never committed this last patch — RTL fonts need Tahoma (except Hebrew,
 which is better in Arial).

 These additional files were backed with Tahoma rules in 3.7, to get an
 idea for where the rules may need to return:
  * src/wp-admin/css/install.css
  * src/wp-admin/css/media.css
  * src/wp-includes/css/admin-bar.css
  * src/wp-includes/css/editor.css
