 In 26333.3.diff:
 - Don't execute the base64 code until needed.
 - Set svgPainter under the `wp` namespace.
 - Add some more error-proofing.
 - Restore setting the background-image style with !important.

 Agreeing that it should be in wp-admin/js as it can only be used in the
 admin.
