Comment:

 Currently unchecking “Display Site Title & Tagline” works as expected in
 the Customizer (hides both the site title and the tagline), but after
 saving, the tagline still displays on the front end.

 The attached patch fixes this issue, so when you uncheck “Display Site
 Title & Tagline” in the Customizer or uncheck "Show header text with your
 image." in Appearance > Header, the title and the tagline will be hidden
 on the front end.
